Background
The Government of the Union of Myanmar (Government) is in the process of planning telecommunications sector reforms in order to: (i) increase by tenfold access[1] to quality telecommunication services; (ii) make services affordable for its citizens; and (iii) develop the required Information and Communication Technologies (ICT) infrastructure in Myanmar that will facilitate inclusive growth and poverty reduction.
The Ministry of Transport and Communications (MOTC) is undertaking a phased approach to achieve its stated targets for the telecommunications sector.
The Government has received support under the World Bank financed Telecommunications Sector Reform Project to implement the Spectrum Management System. PTD will be the lead implementing agency for this component.
PTD has already implemented four Monitoring Stations in Yangon and Mandalay and one Control Station in Nay Pyi Taw. However PTD has yet to establish the Spectrum Management System which requires to be compatible with existing Monitoring Station. Thus PTD has an intention to develop the Bidding Development for the Spectrum Management System.
Objective
The main objective of this assignment is to provide support to Post and Telecommunications Department (PTD) to develop Bidding Document for Spectrum management System.

The attention of interested Consultants is drawn to paragraph 1.9, on Conflict of Interest, of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
